If you don't have a working phone line, and you use dial-up service, then you can't access the Internet. DSL may or may not work on a disconnected line, depending on who your provider is. Chances are, it won't.

If you have a cable connection, then it hardly matters what the state of your telephone service is.

Yes it is possible assuming you have a DSL connection. DSL is having your internet connection and telephone line use the same wires. They are still two separate services that have different equipment connected to them at the other end. If you have dial up then it is not possible because you are using the telephone dial tone to make your connection. The way to distinguish between the two is for DSL you must have a "splitter/filter" connected to every telephone.

i dont believe so. unless you have your internet connection through cable (ex. roadrunner) or something other than a phone like. if you are talking about a cell phone, of course. if you have your phoneline and internet and cable coming through the cable line (some companies offer this as a package) then no. but you could say that you had your phone disconnected meaning you has it unplugged.
hope ive helped you in some way :)
