Whenever something catastrophic happens, a natural or man made disaster, and the local authorities can't handle the chaos, martial law is enforced. Meaning the National Guard or other Military now act as police and government. Usually they enforce a curfew, everyone indoors by 10pm, to cut down on looting and continued chaos.

from a chinese perspective, there was martial law in taiwan from 1949 all through the 1980s because there was a "perceived threat from the mainland" and that was considered an emergency when in all actuality, the martial law was only an excuse for the president and the KMT to assume absolute power.

Temporary rule of a civilian population by military authorities during a time of emergency, and since the president is commander in chief of the military, he'd be like a dictator.
