The best and safest way to lose weight is through diet moderation and exercise.
First off, you must lose the conception that you can lose the fat from one specific area of your body through a special exercise. Therefore, doing a lot of thigh work in the gym isn't going to make your thighs smaller. You can make them stronger, via exercise, but you cannot shed the fat unless your diet is in order.

Try to consume 500 calories less per day than you eat (so if you burn 2250 through exercise / breathing -- consume about 1750). You are going to have to get smarter about what you eat, since 1750 isn't a heck of a lot. Fitday will put it in black and white (so to speak) how much that candy bar that you just ate is going to cost you.
Finally, hit the gym. This will increase your metabolism (thus making you burn more calories and allowing you to melt your fat away), make you look fitter, and help your self-esteem and self-image. It really doesn't matter what sort of activity you do, so long as it gets your heart moving and you enjoy it.
Finally, be patient. Weight loss / body changes don't happen over night. Expect not to see results for a good month. They will happen, though, if you are persistent in your efforts / diet.

To lose weight off thighs is quite difficult, as most of the time we are sitting.
I suggest:
1) Eating a healthy diet, not too much of oily food, drink at least 8 glasses of water a day.
2) If you cannot eat much, think of taking supplements:
vitamin C (1200 mg/day),
vitamin E (400 IU/day),
calcium (1000-1200 mg/day),
vitamin D (400-600 IU/day),
folate (400 mcg/day), and
vitamin B6 (6 mg/day);
not only a balanced diet help the body to 'operate', with this combination, you can actually help yourself yonger by 6 years.
3) check your sitting posture, sit straight can help blood circulation.
4) reduce intake on red meat, think of poultry, and fishes.
5) try not to sit down after meal, stand up for 1 hour (this helps me)

well walk every day hunny my aunt waied 200 pounds and walk 3 miles every day and is now 97 pounds just walk and exersise every day you will be as skinny as a tooth pick just lisen to my edvise and you will way as much as you heart desirers hunny lisen you will go down to like 40 pounds and eat healthy foods only remember what i told you it helps alot i am 40 pounds and i love it so just try it

do a lot of cardio. walk up-hill for an hour... loose tons of calories! or do stairmaster for 45 minutes a day.
