There's usually a setting in mail programs to either leave or delete the messages on the server when you retrieve them.

In Outlook Express (I don't use Outlook), it's under Tools->Accounts (select your account)->Properties->Advanced, and it's called "Leave a copy of messages on server". If that's checked, OE won't delete the messages from the server.

In Outlook Express, click on Tools then Accounts.
Highlight your mail account and click the Properties button
Go to the Advanced page
Uncheck the box near the bottom that says "Leave a copy of message on server"
Now it should delete the mail once they are delivered to Outlook
