where can I find the fine print? Does the buyer have to use a credit card number that will be processed online or can the seller process the credit card by his/her self?

You should contact (or go on-line) to the agency in your state that handles sales taxes.

Generally, the way it works is that sales made to people in your state are charged sales tax (if your state has sales tax). Sales outside your state are not charged sales tax, unless you have some presence (it's referred to as nexus) in that other state. For example, if you have employees in the other state, store product there, have an office, etc.
