Research may be your first step. Which James Cole's style might it be to produce that sort of painting? Which area of the country is it from? What little clues in the painting might give away one artist or the other? Is any of them still alive? Any relatives or descendants who might be contacted? Is the name a pseudonym?
Just checking Yahoo, www.oceansbridge.com is a good site for researching painters. I didnt find a James Cole, but there is a Thomas Cole of the Hudson River School of painting. Try everything
