Loopy, this is a hard one to answer because we don't know the facts behind why your Dad doesn't want you to have a dog, where you live, how you could care for it financially, or how old you are. All of these factors have to be taken into consideration. I'm not sure exactly what you mean by the fact that you already had a dog. Is that past tense, in that you had a dog before and had to give it away, or that you now have a dog that you're keeping someplace else? And what exactly do you mean by, "I can't have a chance?" I think you need to sit down and talk with your Mom about the possibility of owning a dog. Set down in writing why, and how, you would be a responsible dog owner. Make a list of the things that you will do in order to keep the dog happy and healthy and make it so your parents don't have to carry the burden of dog ownership.
For example, you would house train the dog, take him outside to do his chores and clean up after him, inside and out; take him for walks every day, no matter how lousy the weather, and play with him; take him to dog training class and work with him every day at home on the basic commands--sit, come, stay, down, and off; save a percentage of your allowance or money from your job and use it to help buy food and pay for the dog's shots and health checkups. Your parents, especially your Dad, will be much more accepting of the idea if you can show that you're responsible and willing to really commit to owning a dog. Basically, you have to earn your chance. It won't just fall into your lap.
My daughter is now in her 30's and has always had pets - dogs, cats and horses. But there were a few times when I had to shoulder the load when she brought home a stray, and it can be a problem when you're a working parent. It can also be time consuming and very, very expensive. there may be a good reason for your Dad, to not want you to keep a pet . Ask him (politely) , why that is .
life can be difficult sometimes , but when you grow up,
you will be able to choose a pet for yourself
. it may seem like forever , but time flys. and then you can do what suits you best
.
Be happy , do some dog-walking,
for elder people who can't get out .
This will give you, lots of dog handling experience
and at the same time, allow a house bound person and their dog to
enjoy life more .
good luck ,with Dad .

Yeah I don't really understand the question, but if your mom agrees with you, then I think you should keep the dog and I'm pretty sure your dad will go along with you guys if you both, especially you, promise to take care of him/her!!!!!!!!
Hope this helped, good luck!!!!!!!!!
