You need a special credit rebuilder credit card.
It is called a "secured" credit card because it is attached to your bank account.

The U.S. Bank Secured Visa ® Card -
All you need to do is send the bank a cashier's check, a certified check, or a money order with your credit card application (from $300 to $5,000) to open a savings account. Then, once you're approved, they will send you a credit card. Your credit line will be the same amount as your deposit. It looks and works just like any other credit card when you use it at a restaurant or store.
Your deposit is used to open a savings account which assures your credit card can be paid. The money in your savings account is there to "secure" your credit line. The money in your savings account is FDIC insured and won't be touched as long as you make all of your credit card payments on time and your account remains open. Plus, you will earn interest on the money in your savings account.
Your purchases are billed to you each month. Payments are not automatically deducted from your savings account. You are responsible for making at least your minimum payment by the due date each month.
Once you've demonstrated good credit habits with a secured card, you can qualify for a better card.

People with bad credit must work harder than those without to get out of debt. no questions asked. Can you help if working with Primerica? Probably not as much as it sounds like you would like to. That is not a no, but you won't be able to qualify people with really bad credit for the programs they need without them doing some pre work first which can take months, if not years in some cases and most will get too discouraged or not even be able to do everything you ask them to do. I was in your postion myself awhile back so I know exactly what you are asking.

yes. start with the offers that come in the mail if you receive them. also, it would be nice too if you could speak with someone from the bank on the phone. just be nice and polite, tell them you've been very good and paying your bills on time, and now finally you're debt free. if that doesnt work, try a secured credit card. they require you to put in a deposit in the first few months but when they see you're not a risk they will turn that into an unsecured credit card.

Alot depends on "your debts". Are they with collection agency's? Are they with the original creditor in good standing? etc., etc., etc.
If they are with the original creditor and in good standing, yes, you probably will be able to recieve a credit card.
If they are bad debts with a collection agency and you pay them off without requesting that they pay for delete, they will probably remain on your reports and hinder your chances of recieving credit.
If they are with a collection agency, I would suggest clicking on the link I'm providing and do some reading. Learn how you can clean up your credit yourself.

Just get along without one. All this credit rating stuff can do is get us dependent on these companies. And they get rich off of us. Check out the credit reporting agencies, they only take credit cards as payment.

Yes you will but it may not be a very high line of credit.
Most importantly, do not put yourself back in debt. Use it for emergencies or purchases you know you will be able to pay in full at the end of the month.

You can receive one now. The interest rate will be a little higher or they will charge a daily interest fee.
After you pay off your debts, you can get a card through your bank.
