Ask yourself: "Self. do I have enough love in my heart to share with another one of these precious, sweet, darling, loving, smart, adorable, silly, affectionate little creatures???" No but seriously, Shih-tzu's do hate to be alone, so when you're not home, they will keep each other company & learn to love each other over a very short period of time.
Oh, and I understand WHY you're asking this question: (and it;s not because any of the negative reasons some readers are thinking) It's because you feel guilty of hurting the Shih-Tzu you have now feelings ; like you'd be betraying her/him in some way. ( I KNOW how shih-tzu's MANIPULATE!) They are easily spoiled and know how to keep u wrapped around their little finger---er---PAW!
The reason I know, you ask? Because I have 6 !!!!!

Get a small kong so you can put peanut butter or other treats inside. It will keep your Shih Tzu entertained for hours.

If you have the time and the money to properly care for 2, go for it! I would advise getting one the opposite sex of the other one, though, so there won't be any "Who's The Top Dog" dominance issues. I find dogs like to be together, to have another pack member to play with. I have always had at least 2 dogs, I think they're happier that way.

You should ask yourself why you want another one. Well??? What do you think is the reason. Only if you have the time to take care of them and their coat properly which requires alot of work to keep nice.

I have two myself and highly recommend it. Even though mine are from different parents, they seem to get along like best friends and are never more than 5 feet from each other.

I think two of them would be great! I have one and I just love her, I put alot of time into training her when she was small so she is great, no yapping, just loving and cute.
