Yes, they are called YP(Young persons) or UM(Unaccompanied Minors) as mentioned they come on the flight with an escort who will then leave their travel documents with a flight attendant. When they reach their destination the flight attendant will hand over the YP and the doxument to a groundstaff who will escort them. I frequently have young children on my flights, unaccompanied.

Yes children under the age of 18 can fly without permission, however it is very difficult. An authorized adult must escort them to the gate turn "care" over to a flight attendant (guardian must have proper I.D. and the name of the authorized adult on the other end of the flight will be in the possession of the flight attendant, meaning that the adult at the other end must have I.D. and only that person will leave the gate with the child.

There is no federal requirement for a minor to have parental or guardian permission to ride on a private aircraft though the operator would be well advised to insure any such passenger has permission.
Airlines have their own policies and outside of a few basic requirements they can vary widely. For that you would need to contact the airline that the minor would be traveling on.

The answer is No. It is illegal. You have to have documents signed by a parent or guardian.

Which brings me to a more important question... why would you want to go someplace by plane without your parents' permission, unless you already know the answer is NO? Sounds like you are trying to sneak away someplace...nothing good can come of this.
