Depends what you're looking for. More than likely, this information is closed to non-members of the family. Now if you were his wife, or his parent then I think it would be available, of course with the proper ID, but never over the phone or through the internet.

it actually depends. if you have a lawsuit against him a good lawer can get the records. if it is for just snooping not a chance.
