No they are rude....i hate when that happens becuase if you don't they will complain about the service and if you do approach them they give you that look like "I am on the phone"

I'm not sure exactly what you mean...do you mean not wait on them as in not helping them if you are working at a restaurant or store? If so, yes it is rude and you could get fired for not helping them. I know they are being rude and it drives me crazy when I'm checking out someone at work who is on their cell phone, but you have to just suck it up and do it. I know it sucks, but they are your customer, if you want their business you have to be prompt in serving them.

not rude at all... it's rude that they are on the cell phone. Obviously they don't need service at that minute if they can't give you attention to be waited on.

yes it is considered rude not to wait on them while they are on their phones. They are the ones being rude by being on the phone while you are trying to wait on them, these days with everyone on cell phones it is impossible to get away from it. I have to deal with this on a daily basis, regardless they are customers> Just wait on them as quicly and efficiently as possible so they get on their way.

No it is not! If they are in a business or on your time it is rude for them to remain on the phone.

Not at all.
You should send them to the back of the line, or at least turn up the music so they can't hear the phone anymore.

I do not think it is rude. You could always say when you are done with their conversation you would be happy to help them...

nope
the reverse is true
it is polite to wait until they have completed their conversation, otherwise you are interupting them, and if they don't see it that way, they are the rude ones
