Its best just to keep it in a warm spot and give it some seeds and water make shur its in a quiet room and cover the box or cage half way with a towl.
Phone an animal wild life centre ASAP so they can heal its legs and hopefuly set it free OR you can get it too a vet and have its legs checked out and hopefuly fixed.

You might try wrapping the bird in a soft cloth of some sort and taking it to the vet- but I don't know many who will handle wild birds. Otherwise, you could consider moving it to a safer place to either recover from its shock or die in peace.
I'm sorry I don't have any better news for you- but it sounds like your turtle dove might have injury to its spine.

Call your local forestry department, or fish and game. They have people that specialize in helping wild animals, and rehabilitating them if they can.
