There are about 400 models to choose from in that price range, and most of them are good.
You can use this page to narrow the selection down, based on things that you really want in a camera (under $350 obviously, but also a particular zoom range, etc.): http://www.dpreview.com/reviews/compare.asp
Once you have a few models in mind, check out the in depth reviews at http://www.steves-digicams.com/hardware_reviews.html and http://www.dpreview.com/reviews/default.asp?view=alpha
If a camera has particular strengths or weaknesses, the reviews will point them out. If they're not good value for money, they'll even make suggestions for a better buy.

You have a lot of choices within this price range. Personally I like one that has at least 2.5" LCD. Some new ones now has 3". It is coming down to how it feels in your hand. Go to the store and try to hold one.

i have the canon powershot and i absolutely love it. it's so small it easily fits in a purse or a pocket when we go out. and the quality is pretty good; i've printed some 8x10s from mine, and they look pretty nice.
