Best of all time is no question: Eddie Arcaro (for the reasons mentioned above)
The best right now in the USA is Edgar Prado
The best up and comer is undoubtedly Julien Leparoux.
He is going to bust open all of the records in the next 5 years.
That kid has some serious talent. He already has 240 wins this year and the year is not half over!
The best outside of the USA is Kieren Fallon.
Yeah, he had a drinking problem but once he got around that issue like several years ago he has been doing very well.
The most overrated jockey of all time is without a doubt Russell Baze. Sorry Blue Eyes.
I'm from the SF area and have watched him ride for many, many years. He racks up many wins because he runs against soft competition. If he raced in SoCal, NY, or Florida he'd get blasted.
And he did try SoCal many years ago and got thumped.
He has never won a big race, triple crown or Breeders Cup in his 9000 or so wins. And he blew the BC Sprint last year aboard Lost In The Fog. Overrated.

At this point in time I would have to agree with those touting Raphael Bejarano ... with the caveat that indeed Julien Leparoux (excuse me if I've misspelled his name) is the most noteworthy up and comer, but who has yet to register his talents on a major circuit for an extended period of time. Still, he seems to have those gifts that the best of the best all had: great hands, an uncanny sense of the "individuality" of each horse they ride, and a "clock" in their head that lets them know when it's "CRUNCH TIME" (i.e., when to make their move). Certainly Eddie Arcaro, Bill Shoemaker, and Laffit Pincay are the "valedictorians" of their respective eras.
I also have to agree with the response above that noted the relative importance of winning a race--it's true the best jockeys know when their horse is beat and/or having a troubled trip around the track. The great riders know it can be critical to a horse's future, the way they respond to the circumstances immediately at hand. Owners and trainers are always hopeful their jockey will do the right thing and react sensibly, treating their horse with care and compassion ... the great jockeys do this.

The greatest jockey of all time was Eddie Arcaro...Rode two Triple Crown winners (Whiraway-Citation) and was masterful on riding Kelso in the 1960's.
A jockey does not need to win every race, as important as winning is to the connections of a horse. A great jockey is someone who displays good horsemanship and can make split second decisions that will prevent disaster.
Having said that, I believe Edgar Prado should receive the Mike Venezia Award for 2006 for his record and how he handled the Barbaro matter in the Preakness. Prado is a great athlete and a terrific human being. He could ride for me anytime.

Best jockey is Russell Baze. You don't win 9,000 races by accident.
