It depends where you go. Any big city, like Bogota, Medellin, Barranquilla, Cartagena, etc. are all safe during the daytime (except, of course, the slums, which are unsafe in any city in the world). At night, most big cities are safe too, you just need to be aware of your surroundings.

The countryside, for the most part, is safe during the daytime as well. You can obtain information about the Red Zone, which are areas of the country that are unsafe anytime, day or night. These are areas where guerrilla activity is prevalent. However, many rural areas of the country are safe during the daytime, including places such as Villa de Leyva, Boyaca, Zona Cafetera. Generally speaking, if you are in a rural area, it is best to avoid public areas after dark.

It is safe. It also depends where in the country you are. In Cartagena it is VERY safe at night and during the day. But in some cities it is not. Also keep in mind, that if a tourist goes to any big city in the world, he/she should be very carefull.
