Is it set-up to secesspool or sewer system? The overflows could be result of the pipes being backed up and you would need the professional to come out--We have a secesspool and every so often it will back up and the toilet will either overflow or will not flush properly(will not go down) and we will have the pools pumped out (give you an idea of what a secesspool is Meet The Parents had the whole back yard filled with feces because the pool over flowed due to Ben flushing the toilet which ran all night)

Blocked but where is the question? As a girl could well be sanitory. First step is bleach and soap and leave it for a few hours. Check there is not something just up the u bend? flush and if it is still a problem get a plumber/landlord!

Try DRAINO, if it doesn not work then you need to get a Plumber or you could just get new pipes or maybe a new toilet.
