Blood relative do not need to cover. You would not marry your Mom's Uncle. But if it were his son yes you are to cover because Islamic law says you can marry your cousin.
But things are different culture to culture. So check with your Mom to make sure.
No all that is culture is Islam

I hope you are aware of the concept of mahrem and non mahrem.
Mahrem: whom you cannot wed i.e. your brother, Father, Father of your husband, brother of your mothere, Bother of your father etc.
Your mothers Uncle is Non Mahrem for you.
Principally you should wear Hijab in front of him. But it also depend on the age factor of that person. your mothers Uncle could be lot younger than you mother or quite old man.
Like in very old age it is not compulsory even for women to wear hijab.
Concept of Hijab is to keep men and women from vulgar urges.
Long term benefits are quite clear in the societies where Hijab is practiced.

You have the same name as my sister-in-law. She's half-Iranian.
I have no idea if you should wear your scarf in front of your great-uncle. That's up to you and your religion, I suppose.

No, you don't. I took in my Islamic studies in school, that all uncles (no matter how far) are from people you're not allowed to marry.
