Some do, and some don't. It depends on the country in question, and in some cases, the locality. An agricultural based society will be more likely to allow this.

Additionally, some of the students from other countries use this "summer" break to travel to other countries to work in order to earn enough funds to continue their education. The USA is a huge beneficiary of this working arrangement.

Well if they are old enough, I would have them stay home. If they aren't, keep looking for day camps, until you find a price that would work for you. Or again if you can some days, have them stay home alone and other days have family member or your friends with other kids who could take them in for the day, just it spices things up a little. Both of my parents work full time and me and my brother are gonna stay home most of the time unless we go to an aunts house, and we won't be home when we go to summer camp for a week or two, and when we do the family trip. But I'm gonna be 15 this summer and my brother is 8 in a half so we're a little older.

im sure not all but most countries do have summer breaks. I am definetly sure that in Iran students have a 13 day off from school starting with the first day of spring. then they have several days off from school through out the year + a 3 month long summer break. their term starts in the late august.

no.

The U.S. system is based off an agricultural calendar with the summer months off so kids could help with the harvest back in the day. A lot of countries run year round schools with more, but shorter breaks. This is much better for retention.

Also, schools in Asia begin their terms in April, not August.

Yeah they do. They even have spring brakes and 3 week brake during the Christmas holidays. That's true for most of the European countries. In Japan they have no holidays. And it Uganda they don't go to school, they work and earn 2c per week.
