First you need to lose the fat over it, if you want it cut....so you need to do lots of cardio for example running....then you need to take lots of protein which aids in building muscle and work out every other day, because if you work out every day that doesn't give you muscle a chance to heal and it will only deteriorate

I've worked w/a trainer for a while now. I'm a very thin female with no fat content (super-high metabolism) and this is the only way I can gain mass.
Contrary to popular belief, fat doesn't turn into muscle, so you must do cardio to get rid of the excess fat, if you have any. If you're naturally very thin, you've got your work cut out for you (skip this step). Eat a healthy, balanced diet including lean protein-rich foods, such as chicken breast and ground beef.
GNC Mass and such supplements can help as well.
Most importantly, lift weights. The key is an intense but short (one-hour-long) workout: heavy weights (to the point you are crying in pain) and few reps (8-12 depending on what you're doing). Give yourself a day in between working the same muscle group because the healing process during which the muscle heals itself and builds more muscle to repair the tiny tears is when the mass actually grows. Any more frequent and you'll just hurt yourself and not see any results.
Hope this helps.

You gain muscle mass by either takin a protein supplement everyday or eating foods high in protein, getting lots of rest, taking some creatine, working with heavy weights in the 8-10 rep range.

Have a diet high in protein. I favor the pyramid rep technique for working with weights. After a warm up rep, start with weight you can lift 10 times with moderate to high amount of effort. Increase the weight 10 pounds and lift 8 times, increase 10 pounds and go to 6 lifts and so on until you get to 1. Then go back to where you started using the same progression. Finish with a burn out rep on the weight you started at.

Work out and eat right. Muscle gain stuff works, but wont work if you dont work out/eat right.
Also, manual labor jobs help too. I've put on 30 lbs since starting work at my current job, thats about 1yr. All of it is muscle mass (even though it still looks like I can be blown away by a strong gust of wind)
