If you are getting the tickets because you re just too darn sorry or lazy to have your dogs on a leash, you need to make some adjustments to you living location.
Either follow the leash law or move so far out in the country that the nearest neighbor is 30 miles away.
If you can not or will not move, your dogs need to sell you or have you put in the dog pound and get themselves a new human to love and care for.
You are too much effort and heartache for them to have to worry with.
No self respecting dog should be stuck with such a total idiot human to have to care for.

The question is how to beat the tickets. The answer is you dont. You pay them and then keep your dogs on a leash. There is a good reason we have leash laws. Big dogs, especially pit bulls and similar breeds, but also even little dogs, can scare people and other dogs, whether they mean to or not. And if they are unleashed you have no control over their actions. You may think your dogs are friendly or harmless but remember that other people and dogs don't know that. Please, for the sake of the rest of us, leash your dogs.

Those tickets, well, they're you're fault if your dog was unleashed. Unless the dog was within a dog park specifiying no need for a leash, you're pretty out of luck. Leash your dog.
They have that law for the reason of safety for people... if your dog was unleashed and hurt someone, it's your fault. Also, your dog could run into traffic and cause a wreck, not to mention kill itself or seriously injure itself.
Pay the tickets and keep your dog on a leash when not on your property.

Pay the fine, and keep your dog on a leash. Even if the dog is a sweetie, laws are laws.

The easiest way to "beat" the law is to abide by it!

if the city you live in has a by law for animals must be on a leash then I think you are out of luck check you by laws if you can via website or call your local politician ...

Why don't you try to OBEY the LAW !!! Obviously you didn't learn
your lesson after the first ticket. What are you stupid ? There are very good reasons why there are leash laws.

How do you beat who? If you're talking about your dogs, it's not their fault you don't keep them properly contained. Why don't you let someone beat you in the head instead.

I do not recommend beating your dogs.

On the other hand, I have no idea how to beat the tickets.
