go to http://www.photographica.org/section/qa and look for an article called "Quick Lesson on Storyboards for Jellybean". It has this in full detail.
I am not sure if you will have to register for the site or not (if so, do - it is free and there are lots of good people there that are willing to help you out), but it is a very detailed article.
If you do not want to sign up (if you have to) let me know, and I will email the story to you.

Use photoeditor. Open a picture, crop it to the part you want, resize it to something useful, save as a separate file, and minimize that picture's window inside editor. Then repeat for the other pictures. Finally, click to open a new picture and do a copy and paste of those other pictures, placing them in the order you wanted, and save as still another file. This latter file is the one you print, post, or pass on as your collage. Good luck.

Well, I suggest you download collage creator from Arcsoft for a free trial period of I think 15 days. It's a great software with many features and very user friendly. It only takes a few minutes to download and you can use it for free during the trial period with no restrictions.

I know you can do it in Paint. Open each picture in a browser, cut them into the clipboard one by one, and paste them into Paint. You'll probably have to expand the size of the white space in Paint first to make room for them all.

if you don't have adobe photoshop or those programs that requires purchase, Paint will work fine.
open the pictures then copy and paste them one by one to Paint.
save as whatever name u desire and as JPG or JPEG.
Voila, your collage!
