I have a photo of me and I added a photo of my wife and I want it the same size but instead of guessing I want to increase or decrease the size of that layer with my mouse so I can see it right before my eyes.

Select the layer you want to re-size then select Free Transform from the edit menu. you can also maintain aspect when resizing

Select the image of your wife from the other photo and edit/copy then paste it onto the photo with you. While it is still active, you can move her around to where you want her and you can resize her by clicking on a corner of her image, to keep it proportional (do not make her look wide by using the horizontal arrows!) When you have her as she should be, merge the layers together so they are locked and cannot be redone.

You should be able to resize the one layer like you would resize the whole thing, but make sure in the bottom right that the layers aren't together and you only have the proper layer highlighted, that should enable you to do it right on the screen, with the other layer in the background.

Yes, Image>resize will resize the entire thing. Go to Edit>resize ...or Ctrl T be sure to click the small link between the height and weight, if you want to keep it proportioned

Select the Layer and Press Ctrl+T

You will find that the layer is in resize mode. Move your mouse to the corners and resize using your mouse.

Ok you select the concerned layer using layer panel ( Click F7 button for layer menu) ....
Highlight the layer
Click Ctrl + T button in keyboard ( Press ctrl and T together)
Now resize the image.. better hold alt + shift before resizing in order to retain the proportinality ... finally press enter....
