Frozen lobsters are not so yummy, they loose flavor and texture so i would recommend tossing them in a sauce after you steam them as per the directions from the lobster-man.

Tarragon Cream sauce
I pint heavy cream
4 tbs fresh tarragon or mild fresh herb of choice
1/4 cup dry white wine
1 clove minced garlic
2 tbs butter divided
salt to taste

SOFTEN the garlic in a saucepan in 1 tbs of butter, turn up heat and add the wine. reduce till syrupy, Add the herbs and cream allow to slowly reduce by at least half, till it looks thick . Turn off the heat and stir in the butter. add the warm lobster and salt and pepper to taste. MM mmm good

Thaw the tails 1. Cut a line down the center of the hard shell side of the lobster tail. You will begin where the meat is exposed (the head), and cut to the base of the flipper end of the tail. You will need to use a heavy duty cutter, like a wire cutter. But make sure it is clean! 2. Pull the raw lobster meat out through the cut line. Be careful not to break off pieces of the shell or tear the meat. The idea is for the meat to still be attached at the end of the tail, but to sit atop the shell, where you cut. 3. Put some water in the bottom of a broiler pan, then set the rack on top of the pan. Place the lobster tail on the rack, meat side up. Drizzle some butter and a little fresh lemon juice over the meat of the lobster. Sprinkle a bit of paprika over the tail. 4. Place pan with lobster tails in a PRE-HEATED oven at 500 degrees for 15 minutes.

If we are talking tails only, defrost and steam till tender , DO NOT OVER COOK THEY WILL BE TOUGHER THAN LEATHER.
the meat should be white and tender. you can also split them and broil them. this might be the easiest for you as you can watch them cook , bast with a little butter when finished.
If we and talking whole lobsters , an inch or two of water in a pot , bring to a boil , put lobster into pot with the tail tucked under, steam 7 minutes a pound once the water is back to a boil. If cooking more than one at a time put the largest lobster in first and smallest last , add 4 minutes cooking time for each pound of weight of the extra lobsters. So if you have a 2pounder (14 minutes) and a 1 pounder, your cooking time is 18 minutes total .When time is up dump into the sink and spray with cold water briefly to stop the cooking action. Whole lobsters are easier to cook

Best thing to do is to let them thaw out in your refrigerator....then split them down the middle lengthwise (cut through the top shell)
at this point you can either steam(not boil) or broil them directly....I usually mince up 2 cloves of garlic and mix with 3 tbsp melted butter and broil until the meat is white but still springy to the touch.
Champagne goes really well with Lobster!
frozen then boiling really pulls a lot of the sweet flavor out....

First, thaw them overnight in the fridge or under cold water (important!!) Boil water, place a strainer over the pan (do not submerge the lobster), and cook 4-5 minutes a pound. Melt butter, and enjoy!

I think you want to start by thawing and then par-boiling or briefly steaming the tails for 2 - 3 minutes.

In the carribbean they make a mango, butter and spice mix that they then coat the tails with and grill for 5 - 7 minutes. It's quite good.

I think you boil them. You can also steam them. Try adding butter to the water and some garlic. I would start by boiling because there frozen, then steam. Happy lobster cooking. Let us know how it turns out.

From what I hear, they have to be boiled no matter what. Another good way to cook them is to barbecue them AFTER boiling them. A lot of people tell me that barbecued lobster tails taste good, though I've never tried it myself.
