Looking for the cheapest, but most complete video editing software.

Windows movie maker is a decent package and it's free. I personally like Pinnacle Studio, It's priced right and works great.

The two software applications I would recommend are Nero 7 Ultra Edition and Roxio Easy Media Creator 8. Both are commercial products so you have to dish out some cash (approx $90 USD). However, Nero has a 30-day trial period so you can test out the software before deciding if you want to purchase it. If you have purchased a DVD burner then chances are that the burner came with some video editing software. For more info about Nero and Roxio, read the following article

I think the best overall general editing software, is adobe premiere elements. It is a very powerful editor, with good titling, decent special effects for a low end editor.

Additionally it is possible to use the videos you create in adobe premiere pro later on if you want to upgrade later.

It is marginally more expensive than other editing programs in it's field (I think it is in the 75 - 90 dollar range.) but it is worth it. Additionally it can be bought packaged with Adobe photoshop elements which is useful for making titles, and special effects.

well it really depends on your preference. Windows Movie Maker is free but not very complete, Pinnacle Studio has a lot of features and is simple to use, Adobe Premiere is also really great but the most expensive of these three, i believe.
