Your first attempt may be old phone books, some of which may be at the library. Some people will remove their number from publication without changing it.
The second option would be a private investigator. They have access to resources that may not be available to the public.
If this person has a restraining order against you, the mere act of researching their unpublished phone # may be considered a violation. A reputable PI will ask you this question before agreeing to work on your behalf.

It all depends if law enforcement is invloved. Is this a person calling & harrassing you? *57 will mark the call & all records can be released only to law enforcement agencies. In this day & age you can join ANY online info center and find anone & anything you want. However, I would air on the side of caution as you could land yourself in alot of hot water.............there are state & federal laws in place for a reason, so be careful what you say & do, there are always consequences to actions and the end result might not be to your liking.

There are several websites that will find it for you but at a price. If you are trying to find someone that is threatening you the police can get the number.
