yes water gets inside plastic pants in the pool (just like it does with any swim diaper) the only reason to wear swim diapers or plastic pants in the pool would be to help contain poop if the child has no bowel control

I've never tried plastic pants, but swim diapers work well. They don't swell up like regular diapers do.
