Radar detectors are not illegal everywhere. I believe that's determined by state.
So, naturally, it's perfectly legal to sell them since the seller does not presume to know where the detector will be used.

Depends on the state. I know they are illegal in Connecticut and West Virginia. Most states allow them. If you're talking about radar "scramblers" then yes, they are illegal. How can they sell them? Well, it is illegal to use them in your car, not to simply have them lying around the house.

In some areas they are illegal. Virginia for one, is a place that makes sure you know they're illegal. If you're driving a commercial truck, they're NO-NO's in more areas. If you're in an area where they're allowed, you'll be able to buy them. I doubt they're allowed to be sold in areas where they're not allowed for use.
