let him make the big move - but you can set it up... look at his mouth when he is talking (make eye contact too, switch back & forth), lean in a little, touch his arm softly (and let it linger)...
he'll get the hints (hopefully) and take over from there!

A kiss should be something to smile about and should be something magical. you can kiss him first there are ways to let a person know what you want without saying it. A kiss comes naturally just go with the mood
