Yes, he can. But he speaks to you in different ways, through your parents, your loved one, he may speak to you through a priest, or through the challenges he gives you, through Mother Nature and most of all, he speaks through the Bible. He understands you whatever language you speak and He'll talk to you in a language you know. He speaks to you from your heart. So listen well and pay attention. Always pray for guidance.

Yes - Yes - His language is the language you understand - all humankind had the same language until the destruction of the tower of Babble - from that point on, different languages came into being - no one understood one another - offshoot of this - Quit babbling and speak plainly.

God talks to you. He can speak. You can understand Him because when He is speaking to you, He's using your native language like English, Spanish, Portuguese, or Farsi or whatever it is. God speaks all languages.

Gods can talk to you, and they can talk in any language they want. Though tnakfully, they tend to prefer speaking to us in languages that we already know and understand.
Another important thing about getting divine messages is that you have to listen. If you're not listening, then you won't hear it.

God can speak to you in many ways. When you wake up in the morning and breathe, he is speaking to you, you are alive aren't you? If you read the Bible God speaks to you through it. Count all the blessings in your life, and God has spoken to you. Meditate in the Lord and you will find the answer you need.

Read your Bible and see how many people your God has spoken to and who they are, since alot of christians take so much stock in it. Now, ask yourself what, if anything you have in commen with these people. Are you like Moses, maybe noah, your God did not even talk to Joseph, Jesus' step father. He had an angel do it. Are you more important than Joseph? Just something to think about.

He speaks to you in ways you can understand. But first you need to get the line open.

Isaiah 59
Behold, the LORD’s hand is not shortened,
That it cannot save;
Nor His ear heavy,
That it cannot hear.
But your iniquities have separated you from your God;
And your sins have hidden His face from you,
So that He will not hear.
