because that's how it played out in the Bible (Book of Exodus), which translated to the movie.
... though in both cases, i have no idea how the Ten Commandments "came back" into existence so that it could be placed in the Ark of the Covenant many years later.*
*obviously after the Hebrews wandered the deserts for 40 years until "those that committed that evil deed (the golden calf) were dead and/or have repented and suffered"; however, the Bible never talked about the Commandments again until the Hebrews reached Canaan (the promised land) without explaining how it came back into existence in the first place.
... looks like God can forget things here and there. I feel a lot better now.

Since everyone else is answering the Charlton question, i'll address the Yul question. Pharoh was not mad at God, because he did not believe in the Hebrew God. He was mad at Moses for in his eyes it was Moses who set the curse upon Egypt, not some make believe God of the slaves.

While Moses whas on the Mountain of Sinai, the people of Israel became impatient and ask Aaron to make a god to go ahead of them. Aaron does this, forming a golden calf, which the people worship in what he calls “a festival to Jehovah.” ( Ex. 32:5) Jehovah speaks of exterminating Israel, but Moses intercedes for them, though he shatters the tablets in his own blazing anger. The sons of Levi now stand up on the side of pure worship, slaughtering 3,000 of the revelers. Jehovah also plagues them. After Moses implores God to continue leading his people, he is told he may glimpse the glory of God and is instructed to carve two additional tablets on which Jehovah will again write the Ten Words. When Moses goes up into the mountain the second time, Jehovah proceeds to declare to him the name of Jehovah as He goes passing by: “Jehovah, Jehovah, a God merciful and gracious, slow to anger and abundant in loving-kindness and truth, preserving loving-kindness for thousands.” (Ex. 34:6, 7)

He was angry at the people of Isreal for forgetting about what God had done for them. I would have done the same thing if I were in his postiton. Just think. God split wide open the sea to save them from the Pharoah, then just a short amount of time, they made a calf, worshipped it, and were doing all sorts of immoral activities. That is why he was so upset.

Actually Moses smashed the tablets because when he came down from the mountain he found the people of God involved in pagan worship of Baal.

to the best of my knowledge, Moses did what God told him to until he struck the rock instead of place his staff on it. so, evidently....when he comes down off the mountain and sees whats gonna on....and he says, "Anyone who wants to follow God, come to me"......God asked or told him to toss the tablets so the earth would open up and swallow the sinners.....pretty sure it wasn't just time for an earthquake when God happened to be so pissed at the people He had just shown miracle after miracle to. i know that if someone had parted the sea for me, i'd pretty much do as i was told and have a God to believe in for all ages. Dathan did lead the mob, and was one of the first to fall.....our God is a jealous God, no matter what you say....look at the first commandment......Thou shalt have no other Gods before me. and the first chance they got, a few days without 'adult supervision'.....they went nuts.....would piss me off too

Yul brenner was always mad at someone. No wait, that was Telly Savalas.
Anyway, it was in Heston's contract. (Paragraph 17, sub. sect. 113-A).
