I'm neither Italian or black and my name is Dante. So it can be for anyone from any ethnicity or nation.
It seems to be more common in Italy, Latin America, and those cultures with African influence. The name originated in the Roman Empire and means 'nobility' or 'long enduring'. It became a common name among the merchant classes particularly those with some nobility in their ancestry. At some point the shortened form of Dante came into being. The 'father of Italian', Dante Alligheri began using this shortened form more formally and it eventually became the dominant form of the name.
Dante's writings and poetry were often critical of the Catholic Church. The name was frowned upon by the Catholic Church and because of this it became less common. This attitude persists even in modern times. When I was baptized the priest informed my parents that he could not baptize me as Dante. My parents chose another baptismal name for me instead.
In modern times the name has become more common. Spain ruled parts of the Italian peninsula so there were many cultural connections between them. The name has become very common in Spanish speaking nations. When Italy became an empire it had colonies and Libya and Ethiopia. The name spread among these populations and eventually throughout other African cultures. It has become more common among African Americans now.

Its originally Italian, black is not an ethnicity.

Its the organised crime element, since organised crime DID run the east coast up until the late 1990's...even today organisations like the russian mafia still hold considerable control over events in the east coast, theyre still finding bodies of snitches out in Queens to this day. For a long time, the mob was and still is part of the culture of working-class New York and that gets portrayed in the music.
