Why doesn't the suburbs of Chicago, e.g. Downers Grove have to have vapor recovery systems on their gasoline pumps. I live in St; Louis and all of our metropolitan area is required to have them.

Because the EPA hasn't deemed the Chicago suburb area as needing the air quality enhancement of vapor recovery yet. Don't worry, it will eventually come.

Vapor recovery works to a degree up until you get the gas jockey that insists on rounding off to the nearest dollar and ends up spilling some on the ground - that vapor is impossible to recover.

The requirement of vapor recovery systems are dictated by state, county, or local (city) ordnance. Use of systems beyond these ordinances are up to the builder/operator of the station.

that all depends on the amount of smog and other vapors in the air, the laws are differant in differant areas
