Some thin meats, like a fish filet or a hamburger patty, it doesn't matter. Something thick like a roast or whole chicken will not cook evenly. Outside will be burnt and dry by the time the inside is done.
However, crock pots are great for cooking large hunks of frozen meats. Long, slow heat.

I all ways defrost meat before cooking cos it is very difficult 2 cook the inside without burning the outside not quite the answer 2 your question but the best I can do without explaining the horrors of salmonella and other terrible things

The bacteria on raw foods is on the outside and can make people sick, by cooking it from a frozen state. A person can cook meat and put it directly into a blast chiller (extremely cold freezer) and chill it very quickly, freezing it for later.

The thicker the meat the longer it takes to cook. If you freeze a roast, you can cook it from frozen, but it will take a LONG time.
