There's a great exercise I know of... you'd need to be with another person though. Also, don't know if its still around but the Thighmaster used to be a hit (don't know how well it works) -- seems a little less fun than my idea though.

You want to work your abductor/abductor muscles. Those are the ones on the inside and outside of your thighs. Basically a jumping-jacks like motion. I do jumping jacks in the pool so it's no-impact. You can also lay on your side and do leg lifts; when you get better at it add ankle weights.
At the gym they should have a machine which works those muscles too.
You'll never get the inside upper part of your thigh really tight unless you also have really low body fat.

Take a chair thats about the same level with ur knees
and put one leg on it
and keep going up and down with out moving that one leg
and then switch legs
i do 15 raises on each leg
and hold dumbells in my hands
