I would give them responsibilities as soon as possible - with definite consequences for neglecting the responsibilities.

For example - doing the dishes. If they're not done, dinner isn't served because there are no dishes. They need to learn that life is work. I wish someone had done that for me!

You should make sure that you don't give them every thing that they want. you know make them work for it. but if they are a little young, you shouldn't let them cry over everything. just let them cry even if it's getting on your nerves.

Respect them and teach them to respect you. Positive discipline.
