Start with the police. Also, talk to the owner of the establishment, unless he's one of the thieves.

Also go to the police first show them the proof and if they think it’s enough to press charges they will do it. Fraud is a crime that the police will deal with if not they will direct it to the right people. In case like these try don’t confront these people yourself and don’t let others know your the one who pointed the finger make sure to tell the officer you want to be anonymous you don’t know who else might be stealing with them. The police will setup the bait and trap as we call it in our field and catch them in the act.

Definately the Police. If they think the fraud squad should be involved, they'll call them. It may be that your evidence is sufficient to bring a case to court, in which case the Crown Prosecution Service wiould take over.

I would go to the police. Maybe tell the owner of the establishment and have him/her go to the police. Is it your club? If it is, then just fire the 2 people who are stilling from you.

In the United States the appropriate action would be to go to the police. I would suggest that you start there and if you need to report it somewhere else the police department will refer you.

fraud squad is merley a department of the police, if the local police unit wants to refer it, they will.
Also if the owner of the club does not know, you may wish to tell them.

Tell the police and hand over all documentation (keeping a copy for yourselves, naturally). If a brewery is involved, they might also wish to know.
However, make sure you have conclusive proof before accusing anyone, or it could backfire!
