You can not burn any fat without improving your muscle, you will increase in strength in anyway that will burn calories this is a muscle gain. If you are asking if you can burn fat and not get big muscles or bulk up, yes you can. Do high reps and low weights, that's the basic version. Without good muscles, your abs will sag as will your triceps (chicken wings) and your boobs and butt. Not to mention what your legs look like. You can be skinny as anything, if you have no muscle fitness (tone) you look saggy and baggy. Woman do not easily gain increase in muscle mass. However, to ensure you stay sleek, get a personalized program from a personal trainer. Muscle is sexy!

Believe me, the more you eat the more you lose weight and build up your metabolism. The key is to eat many small portions (every 2-3 hrs~plenty of healthy carbs, low-fat proteins, lots of fruits & veggies) and doing little as a 5-10min brisk walk after each meal, keeps your body in a constant "burn" mode! And, drink plenty of water.
