The outpouring of the Holy Spirit is the unction to funtion for God. It means enduement, empowerment, being in the presence of God.

It will occur when you you are ready for HIM, when you avail yourself for Him to come upon.

such terms as what you used are being tossed around like salad by charismatic churches and it is not right. Every joe schmoe in a charismatic church thinks that the spirit is upon them and a lot of them end up keeling over like a dog with an epileptic seizure.

To be filled with the Holy Spirit is somewhat synonymous with the outpouring of the Holy Spirit. You are either filled or you are either witnessing the outpouring, which will fill you.

To be filled with the Holy Spirit means to be in "sync" with the Lord. This doesnt mean just keeling over or just feeling happy. It means that you are not just doing the right thing, but your countenance is being met by God and God is pleased with you for the decisions you made/make. This involves a lot of factors such as wisdom, discernment, choices, intelligence, knowledge, etc etc.

As one grows in Christ, you understand God in a different way and you feel the outpouring of the Holy Spirit in different ways.

The outpouring of the Holy Spirit happened on the day of Pentecost and happens each time one is baptized in the Holy Spirit. Right now through out the world God is pouring out His spirit on those that will recieve.

The outpouring of holy spirit happened at the Jewish celebration of Pentecost at 33 C.E. (Acts 2:1-4)

Holy Spirit was given as a gift and it's purpose was to annoint those who would rule as kings in heaven with Christ. Despite popular belief, holy spirit is the power of God, not some part of a Godhead. Just like in the Hebrew Scriptures where oil was used to annoint kings, holy spirit was used to annoint those who would rule in heaven as kings.

To me, this happened 2,000 years ago when the Holy Spirit came upon people during the Pentecost. However, whenever we accept God and Jesus, we too are filled with the Holy Spirit.

It already occurred. At Pentecost.
And it has been occurring ever since.
There is no such thing as a Christian who has not been baptized with the Holy Spirit and with fire. To say otherwise is to make John the Baptist, Jesus Christ, and the Holy Bible to be lies.
