Absolutely. In fact, it's hard to work the chest without working the shoulders. Most chest exercises such a presses are compound exercises that involve multiple muscle groups. A basic bench press will work the lats, triceps, chest and shoulders.
If your trying to design a split routine working your chest and shoulders on the same day is a logical solution. People usually use split routines to give body parts a chance to heal while other are being worked. With that goal in mind it would seem counter productive to work the shoulders while they were still recovering from your chest work out, or vice versa.
Split routines aren't necessary, though. I'm using a full body routine now, but switch back and forth periodically to keep my body from adapting.

Yes, you can, but there's a downside to this. You must realize that your triceps are getting a double dose of activity and therefore doing them both may result in less energy for the latter parts of your workout.
I don't like working my chest / shoulders on the same day. They are both fairly large muscle groups that I feel deserve their own day (if you are into daily specific muscle training).
Also, working the chest muscle inflicts some wear and tear on the shoulder joint -- especially if you are doing bench pressing. If you are going to work chest, I suggest throwing in some rotator cuff exercises and save the shoulder workout for another day, especially if you are serious about maximizing gains in each muscle area.

work as in workout?? well chest always goes will either with bisceps or back and shoulder should not be combined with anything

most exercises I do use both at the same time. Just give them a days rest inbetween
