I hate to ask this, but did you make sure to strip off her bed and wash everything in HOT water and take away all of her hair stuff (ANYTHING she's used) and put it in a plastic ziploc bag for at least ten days? Maybe you missed a stuffed animal or something and it's not that the lice is on her, but she got reinfected by something she has that's acting as a louse hotel?
Good luck playing detective. I've attached some information that might help, but it doesn't sound like getting EVERY one is the problem, but you might have missed something she's still playing with or sleeping on.

I've volunteered in the nurse's office and we've had to do several head checks. If you have a light that you could use it will make it easier to see the nits or the lice. Start at the bottom of her hair (at the neck line), look for what looks like tiny eggs (hard to distinguish dandruff and eggs) The difference is the eggs stick and you have to pull them off where dandruff will flake off. Move through her head until you get to the top of her head. The actual lice, you have to look closely but you will see the little bugs crawling around. Her head would be itchy and she would be constantly scratching if it was lice. They make products over the counter to use for lice treatment. Don't panic if she does have lice. It is very easy to spread and no big deal if children get lice. just treat it. Wash the sheets and sterilize the combs/brushes. Best of luck to you.

i had this problem with my son years ago. I was told that lice are becoming very resistent to the over the counter remedies. To get rid of my lice problem I smothered my son's head in mayonaisse then used a shower cap to cover it. I washed every piece of linen he was in touch with. don't forget the stuffed animals. And when you dry everything use the hottest setting available on the dryer. If there is anything that can't be washed put it in a black garbage back for ten days. The lice won;t survive. I also used a spray to kill the lice on anything that the lice could have layed eggs on, including my car seats.
It is a lot of work-good luck

shampoos kill the lice and not the eggs, you get these fine tooth combs especially for lice, atleast in India you do, coz here everyone has maids and they carry lice most of the time. So after the shampoo treatment, you have to comb out the dead lice and the eggs. Lice have a four week cycle, so you have to do this say every sunday ... worse comes to worst - remove them manually in sunlight so you can see the eggs shining. all the best.

Because there's no guarantee that you killed them all. In fact, all you did was kill the weakest ones, leaving only the hardiest alive. Which means their offspring will be even stronger. This is an example of how evolution and natural selection works. If you don't kill and remove them all, you're helping the lice to become more resistant to the treatments.
Break out the fine comb and start going over her hair. It'll take hours, but unless you want your kid to be the filthy one spreading lice around, you'll do it.

Lice stay on things like pillowcases, sheets, blankets, toys, carpets, even some pets - whereever your child has been. When you get rid of your child's lice and she goes back and sleeps in the same bed, with the same furry stuffed toy and plays closely with the pet, she can get the same lice all over again. You need to clean your daughter's bed, bedclothing, go over the carpeting really well, shampoo the pets, and get your daughter new hairbrushes/ combs/ hair ties/ scrunchies/ barrettes, etc.

The strong survive and will thumb their lice-noses at your shampoo from now on. The most important ones to get are the last ones; the weak die early.
What is even more scary is the thought that there are millions of those dust mites or whatever they are called crawling around on your pillow and in your sheets and there is nothing you can do... Every time you put your head down on your pillow you are setting it down on a veritable sea of tiny little bugs by the the millions, and these things can feed off your dead skin all night and crawl all over you; all over your face, your arms and legs, up your nose, even places you would not want anything crawling. Your bed is totally covered in these things and you lay down on millions of their tiny bodies every time you go to sleep, and all they have to do is reach up and start chomping away.

BECAUSE PRESCRIPTION SHAMPOOS DO NOT WORK. LICE BECOME IMMUNE TO THEM AND THEY ARE HIGHLY TOXIC. THEY ARE NO BETTER FOR YOUR CHILD THEN IF YOU WERE TO SPRAY HER HEAD WITH RAID, AND YOU WOULDN'T DO THAT WOULD YOU?
Try NEEM OIL. It's all natural, safe for repeated uses and it works. The cheapest place to get neem oil is Ebay.
Once my friend's kids got head lice, she has 11 kids, and they all got it. She used the Rid and Nix, and of course that didn't work. When she couldn't get rid of the lice, I got her some neem oil and it's what did the trick. If you decide to use neem oil, make sure it's 100% pure.

The Product you're using probably isn't living up to it's promise to kill the nits (eggs). That's why you MUST buy the special comb to get rid of the nits as well, they are very hard-shelled and not easily killed off by a special shampoo, etc.
So please buy the special comb at your local Pharmacy, paying special attention to the back of the head and around the ears, it's the only thing that will 'pull' the nits off of the hair shaft.

I fought for three years to get rid of the head lice that my daughter got from her fathers home.
I finally got rid of them by bleaching her hair with Miss Clairol blond tone colour.
