It is called evolution and it still is at work. When man learned to wear animal skins to keep warm because of the ice age the hair was no longer needed. The head is the part that still needs hair but even that is getting less and less.

Some people do have a looooooooooot of hair on other parts of their body. My friend has long, thick hair all over his back and shoulders, chest, arms, legs etc.

Body hair varies a great deal; some people have a lot, particularly on the chest and back, others have almost none. Some ethnic groups tend to have more hair than others.
It's probably a good example of sexual selection; our ancestors had a preference for less body hair, and over thousands of generations, those with the least body hair had the greatest reproductive success.

Bcuz, our head is SUPPOSSED to work more than the other parts of the body and it needs a cooling & protection agent. Thats why it requires long hair. 'Other' parts also work hard, so, the length based on the amount of work. LOL.
