Well Maybe,
You can't really no. God might be trying to tell you he's the one or at least giving you a sign, maybe someones trying to tell you that you need to meet this person or try it out. You can't really ever be sure, If it were me I'd meet this person and ask about him and see if you would like to make friends, don't force yourself to make friends, just try it out. That dream could have been good or bad. It also depends on if you no him at all, if you don't, be careful. Well good luck let us all no what u do and how it turns out.

Yes God does send messages in dreams, usually there is a message in that dream..If you are a Christian, or not and are interested in Bible stories read the story about Joseph. God sent him messages in dreams to serve a purpose.
I do not know how old you are, but perhaps you are dreaming this in response to you hormonal changes.

No it just means that they are on your mind, You don't have to know them just know of them for this to happen. Dreams are a collection of our thoughts. often we do not make sense of our dreams because we dream several dreams a night which are formed from thoughts and images we have had. In dream test studies have proved that our minds speed up during sleep and often times when we remember dreams, they are combined thoughts, all mixed together.

No he isnt..God has nothing to do with our dreams..its us who think about something or the frame of mind which triggers such dreams....u have to decipher it by urself and think how the hell did that person get into something as personal as ur dreams...
