The water is cold. His body looses heat very quickly due to his small size and he gets cold. It's pretty common.

Because the water is substantially colder than the area around it. In such cold conditions, your circulatory system is not as efficient. As such, the blood doesn't flow as quickly through his face and other non-vital systems. It also slows down the rate that blood is reoxygenated.

he/she propably is not used to swiming so let he/she swim more.
or the water was to cold and should be warmer. to do this fill up the pool early in the morning and wait till about 3 till u let ur child swim.
