stops eddies/drag at the rotor tips, cf the upturned wingtips of modern aircraft..

more significant in water turbines.

The shroud may contribute to strength of structure, if fixed to blade, but will add mass where it is not wanted

Also stops people putting their hands in the way of spinning object.
