first ask her dad. women like that when a man has enought courage to do something like that. a couple of days before start doing romantic things to throw her off. finally (only do this if you are sure she's say yes) anyway have a party with her close friends and family. get everyone's attention, and thank everyone for coming. tell them, you have something to say to your girlfriend and then ask her.
i think she'll like because everyone she loves is there.

in the most uexpected situation. for example first thing in the morning after heavy, when the person doesn't look their best. In the middle of the street, supermarket. Element of surprise works for me.

there's no 'perfect' way, and if your partner loves you, they'll think any way you say it is fabulous, because you've said it and its what they want too.
Just go for it when it feels right. It'll just come out of your mouth like vomit (but nicer and smoother than vomit hopefullly).
