You can't to any great extent.
If you want to do the leg work you can check birth certificates and check addresses, voter registration but other than that pretty much everything else is protected by privacy and financial laws/Data Protection Act.
The only information you will legally get access to will be voluntary or exempt from privacy laws.

You can't really. Depends what for. Ask your local crime prevention officer - the police may be able to do a PNC check (Police National Computer) - and credit reference agencies will do a credit check - but charge for it.
