In the olden days, people had to pay 2 cents to get on a soap box and tell the world what they thought. The saying is a remnant from that past tradition.

In Singapore you only need a permit to do this at Speakers Corner in Chinatown.

It's a phase that means " i don't really trust this situation so i'll only bet a little bit that the situation will come out the way i want it" something like a horse race. YOu can't be enitrely sure you win heaps of money so you'll give in just a little bit of money. So in a way, i guess it means - "don't count on it"

It is when someone will comment on whatever it is you're talking about.

"I'll put my two cents worth in"

But isn't it funny, that when you want someone to give their thoughts, you only pay them a penny?

"A penny for your thoughts"
LOL
