The last poster was right in that you must have permanent resident status before you are eligible for any benefits.
If you aren't being sponsored by family such as parents who already have status in Canada, your most likely way to immigrate is as a skilled worker. You have to meet a minimum points requirement based on a number of criteria, including education level, work experience, age, english and/or french speaking ability, adaptability (including previous work or study in Canada). However there are also medical and financial admissibility requirements. You must be examined by a designated (by Citizenship and Immigration Canada) medical practitioner overseas to ensure you don't have any serious medical problems that would make it harder for Canadians or those with permanent resident status to get treatment. There is also a financial requirement. Depending on whether it is just yourself, or you and your family members immigrating, you must have a set minimum amount of funds to support yourself for 6 months while you look for work in Canada AFTER landing and getting PR status.
In other words you must meet all these requirements first before you would get status and be eligible for medical benefits and otherwise. There are also costs involved with filing an application as well as a landing fee.

You don't receive any really until you are a Permanent Resident. Then you can work and get health care. Usually there is a period of time where you can apply for welfare or unemployment insurance, and often, you need to be sponsored by somebody. If you become a Canadian citizen you get all the benefits any other citizen does.

It is very common for immigrants to move to a country for all of the free things it provides, but these are meant for struggling families.
Canada is a lot like America, though, and if you really need benefits they will be there for you, but I don't know which there are specifically.
