Check with her local electric company about the air conditioner. If she meets their income guidelines, she may qualify for a free or almost free a/c unit or fans. Also check with your local community league, elderly support groups, etc. If she medically requires AC (determined by her doctor) she may be able to get a lower rate for her electric usage.
For the refrigerator, check the local phone book for a place that refurbishes them.
